Hello,
Depending on the destination you wish to reach, the system allows the call or not.
If there is enough balance to place a call to a destination, then the system will provide the message with the available number of minutes and the party will be reached, if not, then you will be prompted to buy more credit. You cannot place a call if your credit cannot cover a one minute call to the desired destination.

Exchange rate is not shown at final payment. I am looking for cheaper alternative who is not secretive. I reloaded $25.00 and they received PKR 3940...thats comes out to rate of PKR 157 while exchange rate is 219PKR.

The exchange rate is not the same as in the case of currency exchange, because you are buying a product and you are not acquiring it directly from the original provider, so the cost for it will be higher.
