PARKING CHARGE NOTICE (PCN) Conisborough
PARKING CHARGE NOTICE (PCN)
Date of event 24h May 2026 10:21:41 to 10:33:22
Circumstances.
I required to park my car in the Castle Hill Car Park Conisborough DN12 3AB
On arrival one other person was attempting to obtain a parking ticket permit but was not having success and gave up.
Now it was my turn so I attempted the three available ways of obtaining the parking ticket permit
1. Load an app onto my IPhone and use that
2. Enter registration in ticket machine and pay by debit card
3 Ring the provided contact number
In a heavily wooded area
None of these methods worked so I abandoned the task and went to park elsewhere in Conisborough so I could visit the Castle there.
My partner was a witness to the event.
A few days later on the 30th May 2026 I received the PCN.
I then submitted an appeal within the allowed time.
They keep on delaying their decision - now 10th August 2026.
Just had my first visit to Citizens Advice Bureau and am in process of contacting MP and local councillors. More to Follow !!
Follow up on my review. I have now at long last heard from Excel Parkingservices. They have kindly ! !! reviewed my case and have decided to drop the parking notice and therfore no further action is to be taken. So after several months of contemplation all is well. Someone needs to be given a rollicking for taking such a long time to decide a very obvious fair result. I would have taken them all the way otherwise resulting in heavy costs for them.
Unfair, unjust practices
Received a final notice stating no right to appeal for a £100 fine. We never received any other notification from Excel prior to this. This is truly evidence of unfair practice and unjust trading, and Excel parking services need to be shut down and all of their customers should be compensated for the grief and hurt that they are causing! A disgusting, dishonest, disgraceful company, out to cheat their way into making money for their executives from hard working people.
Unethical and shady
Whilst I am very aware that very few people will write a review to say how wonderful a parking company is on this occassion I think that it should be noted that Excelparkingservices operate without any ethics and in a way to only catch people out.
I entered the Newhall Walk parking in Sutton Coldfield which was extremely busy and when I eventually parked 15 minutes later I then went onto the Ringo app to pay for my parking. It only gave me the option to pay from the time I logged onto the app and therefore I paid for the 2 hours and returned within that time frame. Excel Parking Services rejected my appeal as they apparently charge from the time you enter the car park when you are unable to legally pay for parking using an app as this would involve doing so whilst driving.
Their tactics are underhand and money grabbing with no sense of decency or morals. Councils and land owners will obviously use them because their tactics benefit them, shame on you all.
Pathetic
If I had the time and patience I would fight for my £60 fine I had to pay but I don't. This is their business model, they make it impossible for you to speak to someone about the reason, it a robot with a few options that didn't even fit my criteria.
Sort of scammers
Sort of scammers. Be careful if you pay by cash as they will send you a parking notice after few weeks as they will assume you lost the ticket to prove you already paid for the period you parked.
Avoid the Rip Off Excel Car Park on Newcastle Ave, Worksop! !
On a visit to Worksop Town Centre on Sunday 28th June 2026, we parked on the Excel Car Park on Newcastle Avenue. My wife purchased a ticket via the machine paying £1-60 for a two-hour stay and opted for a printed receipt. We stayed 1 hour 13 minutes, clearly with the two hours parking period.
Today (14th July) , I received a parking charge notice demanding £100 for the failure to purchase the parking tariff on site, or within the time allowed. This was obviously an error on their part I thought, which should be easily resolved. This however has not proved to be the case.
The receipt has long since been discarded, so I decided to check my Bank Account for evidence of payment. Surprise, surprise…… Despite there being ample funds in our account the £1.60 payment was not debited. This begs the question, why was the receipt issued if the charge wasn’t taken? Clearly there is something very suspicious going on here which smells of sharp practice!
With no proof of payment at the machine an appeal seemed pointless, so I’ve bitten the bullet and paid the £60 reduced amount in full and final settlement. One thing is for certain though I won’t be parking on an Excel Car Park ever again.
Having read the reviews from others regarding Excel Parking, it would appear that I’m not that only one who has fallen foul of their Rip-Off, Scam-like charging practices.
This Company needs to be fully investigated, despite their insistence that they operate within the International Parking Communities Code of Practice.
If I could give a minus I would
If I could give a minus I would. These charlatans gave me a penalty last year after parking in the town centre car park. I’d nipped in to town to get my husband some comfy t-shirts, he was dying at home. I paid at the machine for speed as I’d had a new bank card & it takes a while to change it on the phone. Sadly I didn’t save the ticket. In the end I paid the penalty because I had by then lost my husband & trying to appeal to their better nature well let’s just say they don’t have one.
The next time I used their card park I used my phone & surprise I was hit with another penalty. I sent the screenshots of my call log & the payment from my bank and they had the cheek to tell me to appeal. I refused telling them they had the proof so I was not going to do their work for them. Today I had an email saying my appeal has been rejected!!! I won’t be paying any penalty fees.
20 Paid Visits... Two Honest Mistakes... £200 in Charges
I was a genuine, regular paying customer of Excel Parking's Bakers Road car park in Uxbridge. Between late April and mid-June 2026, I paid to use this car park around 20 separate times, demonstrating a consistent history of paying the advertised tariff.
On two occasions I made an honest mistake and inadvertently underpaid by selecting one hour instead of the time I actually stayed. I did not park without paying, I simply purchased insufficient time. I accepted that error and appealed, providing a schedule of my regular parking payments and inviting Excel to verify the history against their own records.
The appeal was rejected without any meaningful consideration of my long-standing payment history.
The response stated that I should have telephoned the helpline if I had experienced any difficulty. The problem was that I didn't know I had made a mistake. I believed I had purchased the correct amount of parking, so there was no reason to call anyone.
What disappoints me most is the complete absence of discretion. Companies often say they value loyal customers, yet when a genuine customer with an extensive payment history makes an isolated mistake, that history appears to count for nothing.
The system itself also feels outdated. Many public and private car parks now operate a simple "pay on exit" model where motorists pay only for the time actually used. Instead, Excel requires motorists to estimate in advance how long they will need, creating situations where honest mistakes can result in a £100 parking charge for what amounts to a relatively small underpayment.
This experience has permanently changed my opinion of the company. I will never use an Excel Parking-operated car park again where I have a reasonable alternative, and I will actively support efforts to encourage fairer and more proportionate regulation of the private parking industry.
No crime was committed. I paid to park. I simply made an honest mistake, yet the financial consequence was a demand that bears little relation to the additional parking fee that would have been due. That is why I cannot recommend Excel Parking Services.

Wouldnt even give this company 1 star
Wouldnt even give this company 1 star! Had lettes of £101 and £176 for crossing the Warburton Bridge which is £1 to cross. No toll man in the box so drove on, no obvious signage to pay any other way. Letter came after appeal date and 5 months after the event so no option to appeal. Called and they would not listen threatened me with ccj and court, would not allow me to speak to a manager, would not give their name when asked. Put phone down on me when I advised I was going to record the test of this conversation, bad company , shroud not be allowed to trade .Peel Holdings carrying out own investigation, something iffy there!
Disgusted by their lack of empathy and…
Disgusted by their lack of empathy and their terrible appeals process. They are bullies and use threats to get people to pay up.
They should be investigated!
Be ready to challenge these parasites
We parked & paid on one this company's pieces of wasteland but mis-typed the car reg by one letter. 2 weeks letter there was a charge through the post.
Initially we sent screenshot of the payment and a credit card receipt but they claimed they had not received anything and that no entries remotely similar to our reg plate had been logged on their system. When we photographed & sent the parking ticket they had to admit that they had actually received payment (hence are fraudulent) and dropped the claim.
If you see this company's logo on a car park, keep driving or you could end up being fraudulently pursued.
Disappointing experience
Disappointing experience with the appeals process.
After receiving a notice for an unpaid £1 toll, the toll was paid immediately and an appeal was submitted explaining that a recently diagnosed ADHD condition had contributed to the oversight. The appeal explained how ADHD affects executive functioning, memory and time-sensitive administrative tasks, and requested consideration of these circumstances.
The appeal response did not address the disability-related information at all. Instead, it simply restated that the payment had been made outside the payment window.
Whether or not the appeal was ultimately successful is not the issue. The concern is that there appeared to be no acknowledgement of the disability information provided, no indication that reasonable adjustments or discretion had been considered, and no explanation as to why those factors were rejected.
Organisations do not have to agree with every appeal, but customers should reasonably expect that the circumstances they raise are properly considered and addressed in the response.
I hope the company reviews its appeals process to ensure that disability-related information is genuinely considered rather than overlooked.

If I could give less than 1 star I would. A monstrous company....and customer service standards in the gutter. This company should be avoided at all costs.....by any corporation concerned about its reputation. Disgraceful!!
I am extremely disappointed with Excel…
I am extremely disappointed with Excel Parking Services and their complete lack of common sense and fairness.
I am a fully licensed private hire/Uber driver, and I received a parking/bus lane charge simply for stopping briefly—less than a minute—to pick up a customer who had booked a journey through the app and was waiting in poor weather conditions. My stop was solely for the purpose of collecting a passenger and continuing the journey, not for parking or leaving my vehicle unattended.
Despite explaining the circumstances and submitting an appeal, Excel Parking Services rejected it without showing any understanding or consideration of the situation. It appears that no reasonable discretion is exercised, even when professional licensed drivers are carrying out their legitimate work and assisting passengers.
The experience left me feeling that revenue generation is prioritised over fairness, customer service, and common sense. Penalising a licensed driver for a very brief passenger pickup, especially when a customer is waiting in bad weather, reflects poorly on the company's approach to enforcement.
Based on my experience, I found the appeals process to be ineffective and unwilling to consider genuine mitigating circumstances. I would not recommend dealing with this company.
Rip of company
Rip of company, took wrong turning asked construction worker how to get out, followed directions got out of carpark, from entering to leaving it was 45 seconds, then went to correct carpark which they should be able to see slso car reg would show, I got a fine for stopping, appealed it, explained circumstance they have advised you stopped that's it, if I pay and appeal to a body who governs car park fines etc they advised they will cancel appeal, if zi don't pay and appeal I will have to pay higher fine, they are day light robbers, no other word for them.
What an absolute Joke of a car park
What an absolute Joke of a car park. Sent me a fine saying I never payed for my parking. I then Sent proof that I paid on the same date and times and they have an image of my car coming out the car park. My husband had wrote my car reg in so I was truthful and said he may have put it down wrong. The man has FAT fingers. Doesn’t take much common sense to put two and two together though does it oh she payed for the ticket. And that’s her car reg. but denied my appeal ! MONEY GRABBING low life’s spring to mind ! I wonder if you guys work in the same building as child maintenance. But no having to wack £80 for an hour or so stay that I bloody payed for!
26 second stop!
26 second stop!
Stopped for 26 seconds, late at night to pick up my lad from work unknowingly in a no stopping zone. Hadn’t seen the one sign that I allegedly should have seen because it was placed on a sharp bend and was not lit at all. Having revisited the site my headlights would only have lit the sign up for 2 seconds. The irony being is that the sign needs to be read in order for the driver to comply and in order to do safely you must stop your vehicle. Unfortunately stopping means you commit the offence. This is basically legalising fraud but the company will claim that it is in the interest of safety etc.
Excel Parking Services operate the toll…
Excel Parking Services operate the toll system over Warburton Bridge, but they are not content with getting £1 per vehicle they issue fines to nearly every vehicle crossing for £31, which are posted out late so there is no time to appeal before the fine doubles so most people just pay, there is a whole FB page of disgruntled people who have been scammed by Excel Parking Services.
This company is just fraudulent, so AVOID WARBURTON BRIDGE AT ALL COSTS
An absolute rip off company that people…
An absolute rip off company that people should avoid.
Make a simple error on their misleading apps and you will be instantly fined.
It's about time the government stopped these companies from operating.
